Chapter 5: Avoiding Fragmentation: The New Role of Platform Teams

As AI expands across infrastructure, security, data, and engineering workflows, governance responsibility naturally spreads across more teams. That shared responsibility is not inherently a problem. The problem emerges when there is no common operating layer to coordinate it. Without that layer, AI adoption can increase fragmentation faster than organizations can manage it. 

The survey findings show that maturity does not eliminate shared governance. It determines whether shared governance is coordinated or chaotic. In immature organizations, platform or DevOps governance drops to 7%, while responsibility fragments across teams (47%) and leadership (21%). That fragmentation increases compliance risk, weakens accountability, and makes control harder to enforce consistently.

• Mature organizations use the platform layer to align controls across DevOps and data workflows and embed control into the delivery layer. 

Mature organizations solve that problem differently. Governance remains distributed, but it is aligned through the platform layer, where standards, guardrails, and controls can be embedded directly into delivery workflows. That is the new role of the platform team. Not to own every decision, but to make consistent decisions possible at scale. In AI environments, that role becomes foundational because platform teams are the ones that turn shared responsibility into coordinated control.
